In his role as interim Commissioner of Active Travel England, Chris Boardman leads the government’s new cycling and walking executive agency.

The government has announced a new £5.5 million investment in cycling and pedestrian schemes, including:

  • £3 million to improve cycling infrastructure around train stations
  • £2.2 million to explore active travel on prescription schemes
  • a £300,000 top-up to e-cargo bike schemes

Gold medal cyclist Chris Boardman will become national commissioner of the government’s new cycling and walking body, Active Travel England (ATE), which launches 24 January 2022.

The ATE, which will be headquartered in York, aims to drive up the standards of cycling and pedestrian infrastructure and manage the national active travel budget. The body will award funding for projects that conform to national standards and inspect finished schemes ensuring that awarded funds are spent properly.

Active Travel England will also inspect local highways standards identifying any particular hazardous failings and ensuring that major planning applications accommodate the interests of cyclists and walkers.

Mr Boardman was previously commissioner for Transport Manchester and helped set up the cities Bee Network scheme, which plans to revolutionise travel across the city region, making active travel the number one choice for travelling to work, school, and shops.

Mr Boardman said:

The positive effects of high levels of cycling and walking are clearly visible in pockets around the country where people have been given easy and safe alternatives to driving. Perhaps most importantly, though, it makes for better places to live while helping both the NHS and our mission to decarbonise.

The time has come to build on those pockets of best practice and enable the whole nation to travel easily and safely around their neighbourhoods without feeling compelled to rely on cars. I’m honoured to be asked to lead on this and help deliver the ambitious vision laid out in the government’s Gear Change strategy and other local transport policies.

This will be a legacy we will be proud to leave for our children and for future generations. It’s time to make it a reality – it’s time for a quiet revolution. “

The government aims to embed active travel into our commuting culture as a proven method to improve physical and mental health, supporting people making short journeys on foot or by bike. Pilot schemes will focus on areas where health inequalities are evident or physical activity levels are low.

Health Minister Maria Caulfield:

“This vital investment in cycling and walking schemes is providing new ways to improve the health and wellbeing of the nation and builds on the rollout of social prescribing across the NHS.”

“We must do all we can to level up health disparities across the country, meaning everyone, no matter where they are from, can lead healthier, happier lives.”

To continue to build on the success of the Department of Transport’s national e-cargo bike fund national e-bike fund, which subsidies the cost of offering e-bikes to small businesses, the department will also receive an additional £300,000 in funding. The extra budget will allow businesses across the country to purchase up to 250 more e-cargo bikes that can deliver goods within their local area. The scheme has been a great success so far, with applications exceeding the available funding.

This comes as 14 local authorities have been awarded part of a £1.2 million fund to support local businesses purchase e-cargo bikes, which can help move away from motor vehicles in our efforts to decarbonise the whole transport system.

Train operators will receive a share of a £2 million investment for 24 projects to provide more secure cycle parking at 23 stations across the country. A further £1 million will develop dedicated cycle routes at five stations.

Finally, local authorities will be provided with £2.2 million of Government funding to explore making cycling, walking, and other non-clinical services a part of NHS “social prescribing” schemes.
